To save the humans from the thing that he thought as their greatest threat- their ambition and selfishness- Kiba devised a method of alchemy based on science and reason rather than magic and faith, one requiring partnership and understanding between individuals and forcing people to develop strong bonds, almost an artificial 'pack'. One person would carry the soul and endurance to fuel alchemical reaction, whereas the other would have the will and intellect to direct that energy. Two do use the power would mean that two people would have to agree that an action was wise and one person would never again be able to mold the world to their own will.
Prior to the disintegration of the nations alchemists were often discovered through their interest and understanding of chemistry, physics and biology and tested while in their early teens. Those with the sufficient willpower and mentality to continue were trained to continue along their preferred specializations with general studies mixed in. Sources were supplied by schools and the exact repercussions and system of their use wasn't completely understood. In the present day, when Sources are so few and far between and their is almost no standard training system only those found by mentors are trained toward alchemy and the rest simply live ordinary lives.
Sources are those who have the inner strength and nearly boundless souls to give themselves over to the powers of the universe but are unable to direct them for themselves. The process of discovering this nature is often handled by pre-trained alchemists simply trying to use some of that energy for a minor transmutation; if it works they know that they have linked to a Source. Most of them are very leery around alchemists due to the brutal measures of rogues who don't care for their Sources and will drain them nearly dry, something known as 'battery sickness'. It's even possible to drain a Source to death or unconsciousness and after too long of such treatment they're never able to regain the strength they once possessed.
Those alchemists who create a bond with their Sources discover that it's easier and more efficient to control the transmutations they work- but this is a process that takes time many of the more ruthless and desperate alchemists refuse to 'waste'. Both alchemists and Sources are heavily sought by the corporations to fill their ranks and bounty hunters are always on the lookout for more. These facts have driven the two groups deeply underground, preventing many of them from ever meeting and slowly dwindling the skill level of those left. Soon, alchemy may be no more than a memory.
